Overview of the Petition

Jamil Jivani ( Conservative MP ) has launched a bold public petition to end the Temporary Foreign Worker Program (TFWP), claiming it negatively impacts Canadian job seekers, especially youth.

🤔 Why Jivani Launched the Petition

“There’s a pretty clear consensus that immigration levels are unsustainably high,” Jivani said.

He argues the program:

  • Takes away jobs from Canadians

  • Suppresses wages

  • Worsens housing, healthcare, and employment crises

The foreign worker program petition excludes seasonal farm workers but urges a separate agricultural stream.

📉 Youth Unemployment Stats

Jivani’s push comes as Statistics Canada reported a 14% unemployment rate for youth (15–24) in April 2025.

“You go to look for a job, there might not be one,” Jivani said in a video posted online.

He connects these struggles to an overreliance on temporary foreign labour in urban economies.

🏛️ Government’s Response

Employment Minister Patty Hajdu rejected the petition’s claims, stating:

  • The TFW program has already been scaled back

  • Applications are limited in areas with 6%+ unemployment

  • The program supports agriculture and tourism, not replaces Canadians

“The program in no way replaces Canadian talent,” Hajdu said in a statement.

She also criticized Jivani for not being part of the Conservative shadow cabinet, implying limited access to party policy briefings.

📚 What Is the TFW Program?

The Temporary Foreign Worker Program allows employers to hire international workers for short-term jobs when no Canadians are available.

📊 Planned admissions: 82,000 workers/year (2025–2027)

In 2024, the program was already tightened, with rejections in high-unemployment metro zones.

🔮 What Happens Next?

Jivani’s petition may not carry legislative power but could influence:

  • Conservative party’s future policy

  • Pre-election public debate on immigration

  • National labour and housing reform conversations

🧩 So far, no official endorsement from the Conservative leadership has been made.
